How & why

Swerling was an American mathematician and radar theorist who, at the RAND Corporation in the early 1950s, formulated the statistical 'fluctuating target' models (Swerling I-IV) still used to predict radar detection performance, along with contributions to optimal estimation. He is widely regarded as one of the most influential radar theoreticians of the 20th century. He was of Jewish descent, the son of the Russian-Jewish immigrant screenwriter Jo Swerling.
