Pechman was an American economist and the leading tax-policy expert of his era, long director of economic studies at the Brookings Institution. His empirical analyses of who really bears the burden of taxes, and his advocacy for a broad, simple and equitable tax base, shaped decades of U.S. tax reform debate. He was a president of the American Economic Association. He was Jewish.
