Jacob Javits was born to Jewish parents and raised in a Lower East Side tenement, his father a synagogue janitor. Four terms in the Senate made him the leading liberal Republican of his era: he wrote the War Powers Resolution of 1973, passed over Nixon's veto, which still governs how a president may commit troops without a declaration of war, and he co-authored the pension protection law now known as ERISA. The convention centre in Manhattan carries his name.
