Herbert Samuel was the first practising Jew to sit in a British Cabinet, and the first to lead a major British party. As Home Secretary and Postmaster General he was a builder of the early welfare state; his 1915 memorandum, The Future of Palestine, put Zionism on the British Cabinet's table and helped open the road to the Balfour Declaration. From 1920 to 1925 he was the first High Commissioner for Palestine — the first Jew to govern the land in nearly two thousand years — where his even-handedness toward Arabs and Jews alike drew fire from both. He led the Liberal Party in the 1930s and sat in the Lords until his death.
