Friendly served on the U.S. Court of Appeals for the Second Circuit (1959–1986) and is widely regarded as one of the most influential American appellate judges of the 20th century, especially in administrative law and federal jurisdiction; his opinions remain among the most cited in federal courts. He was the only child of German-Jewish parents in Elmira, New York.
