How & why

Kelsen was one of the most important legal philosophers of the 20th century, author of the 'Pure Theory of Law', which sought to describe law as a self-contained hierarchy of norms free of morality and politics, and a principal architect of modern constitutional review. He drafted the Austrian Constitution of 1920. Born to a Jewish family in Prague, he converted to Catholicism yet was still forced by antisemitism and Nazism to flee Europe for the United States.
