How & why

Arthur M. Okun was an American economist who chaired the Council of Economic Advisers under President Lyndon Johnson and formulated 'Okun's law', relating changes in unemployment to changes in GDP, as well as the 'misery index'. Born into a Jewish family in Jersey City, he later worked at the Brookings Institution. He was Jewish.
