Origins and early life
Reuben Morris Greenberg was born in Houston to a Russian Jewish immigrant father and an African-American mother; Ashkenazi on his father's side, he converted at the age of twenty-six to his father's religion. He took a degree in anthropology at San Francisco State in 1967 and master's degrees in public administration and in city planning at Berkeley, graduated from the FBI Academy, and taught sociology, political science and criminal justice at several universities.
Work and career
He was undersheriff in Savannah, chief of police at Opa-locka, chief deputy sheriff of Orange County and deputy director of the Florida Department of Law Enforcement before arriving in Charleston, South Carolina, in 1982 as the city's first Black police chief, a post he held until 2005. A reporter of the Post and Courier wrote that he turned the department into a national model and became, in the process, a source of pride for the city; he told his officers that their job was not to punish. He appeared in Shalom Y'all, a 2002 documentary about the Jews of the American South.
