René Mayer was France's third prime minister of Jewish descent, after Alexandre Millerand and Léon Blum, heading the government in 1953. A veteran of both wars and of de Gaulle's Free French administration in Algiers, he was above all a builder of Europe: finance minister of the Fourth Republic, then president of the High Authority of the European Coal and Steel Community — the institution from which the European Union grew — where he succeeded Jean Monnet.
