Joseph (Yosef) Dagan was an Israeli football administrator and secretary-general of the Israel Football Association who is credited as the pioneer of the penalty shoot-out. After Israel was eliminated from the 1968 Olympic football tournament by the drawing of lots, Dagan — with Michael Almog — wrote to FIFA in 1969 proposing that drawn matches be decided by penalty kicks; the format was adopted by the International Football Association Board (IFAB) in 1970 and is now used worldwide. He was Jewish and Israeli.
