Ida Nudel applied to emigrate to Israel in 1971, was refused, and spent the next sixteen years as a refusenik. She kept files on every Jewish prisoner of conscience in the Soviet camps, wrote to them, sent parcels and made their names known abroad — which is why they called her the Guardian Angel. In 1978 she hung a banner from her balcony reading KGB, give me my visa, was convicted of malicious hooliganism and exiled four years to Siberia. Western campaigns kept her name public until she reached Israel in 1987.
