Henry Morgenthau Jr. was Secretary of the Treasury for eleven years, longer than anyone but Albert Gallatin, and the only Jew ever next in line to the presidency. He financed the New Deal and the war through the war-bond programme. In January 1944 his staff handed him a report titled on the acquiescence of this government in the murder of the Jews; he took it to Roosevelt himself, and the War Refugee Board was created within days. It is credited with saving some 200,000 lives.
